The East African Community (EAC) has once again reaffirmed its commitment to regional industrial growth through its latest publication the EAC Gazette, Vol. AT 1 No. 31, released on 15th October 2025. This edition, printed in Arusha and published by the EAC Secretariat, outlines a sweeping list of duty remission approvals granted to Rwandan manufacturers and assemblers across multiple sectors. The decision represents a significant step toward deepening regional economic integration and enhancing local production capacity under the EAC Customs Management Act, 2004 and the Duty Remission Regulations, 2008.

At the heart of this gazette is the approval of duty-free or reduced-tariff imports on specified raw materials and industrial inputs. More than thirty Rwandan companies have been listed as eligible beneficiaries, spanning industries as diverse as paper and packaging, textiles, construction materials, energy-efficient technologies, electronics, medical supplies, and food processing. For most categories, the approved imports will attract a 0% duty rate, while certain assembly kits, such as motorcycle components and televisions, will enjoy a preferential 10% rate. These incentives are valid until 30th June 2026, offering local firms a window of opportunity to strengthen their production bases and competitiveness.

The significance of this policy move cannot be overstated. The EAC Duty Remission Scheme is one of the region’s most effective industrial support tools. It allows manufacturers to import essential inputs at reduced or zero duties, on condition that the resulting products are sold within or outside the region. This not only lowers production costs but also fosters import substitution, value addition, and regional supply chain development —three pillars central to both Rwanda’s Vision 2050 and the EAC’s Industrialization Strategy.

For Rwanda, the timing is strategic. The country has made impressive strides in diversifying its economy, moving from traditional agricultural exports toward light manufacturing, agro-processing, and digital production. The newly approved remission list aligns with national efforts to reduce dependency on imported consumer goods while positioning Rwandan firms to serve a larger East African market of over 300 million people.

From a regional perspective, these approvals signal a growing harmonization of fiscal incentives across the EAC bloc. They reflect a collective push toward industrial transformation, resilience, and intra-African trade readiness, particularly in anticipation of deeper engagement under the African Continental Free Trade Area (AfCFTA).

As global supply chains continue to evolve, such proactive measures by the EAC Council of Ministers demonstrate the region’s understanding that industrial policy is no longer optional; it is a necessity for economic independence and shared prosperity.
